The climate study

The EU has set the goal of becoming climate neutral by 2050. Germany has committed to achieving this objective by 2045. For these ambitions to be realised, industry must undergo a transformation. A clear political commitment to Germany as an industry-friendly place to do business is essential if the necessary investments are to be made. This is the only way to maintain value creation within the country. With this climate study, DIE PAPIERINDUSTRIE aims to provide an overview of the various transformation pathways available to the sector. The study is intended to give policymakers and members of civil society a comprehensive understanding of the industry and its relationship with climate protection. The Papiertechnische Stiftung (PTS), the Chair of Paper Technology and Mechanical Process Engineering (PMV) at the Technical University of Darmstadt and the Modellfabrik Papier gGmbH participated in this study. In addition, an accompanying group consisting of industry experts provided technical advice and support.

Climate-neutral paper production

The paper industry's contribution to negative emissions

Alongside CO2 avoidance, carbon removal is another important element in advancing global climate protection efforts. By capturing and storing biogenic CO2 underground, the paper industry’s production sites can help to create negative emissions. This process is referred to as Bioenergy Carbon Capture and Storage (BECCS).

Paper as a partner in the energy transition

The paper industry is part of the energy transition and contributes to a stable electricity grid with flexible and base-load-capable power generation. At times when the supply of wind energy and photovoltaics is low, these units can provide additional electricity that is fed into the grid. In addition, it offers up waste heat enabling local heating grids to be even more climate-friendly.

The paper industry's contribution to the LULUCF target

As part of the forestry industry, paper manufacturing already plays a role in the sequestration of biogenic CO2. This contributes to the LULUCF (Land Use, Land-Use Change and Forestry) sector, which is an integral part of the German Federal Climate Change Act. The paper industry uses wood from forest thinnings and residues from sawmills. Paper and board products thus provide an alternative to immediate energy recovery. Recycling prolongs the effect. This means that more than 27 million tonnes of CO2 remain bound annually.

Paper as a sustainable product alternative

The industry is working on ever more innovative everyday solutions. Paper is thus the perfect alternative to fossil-based products. As an established bioeconomy with a high recycling rate, sustainability is an integral part of the DNA of paper as a material.

CO2-Bindung in forstwirtschaftlichen Produkten

Als Teil der Forstwirtschaft trägt die Papierindustrie auch dazu bei, biogenen Kohlenstoff zu binden. Dieser Effekt zahlt auf den sogenannten LULUCF-Sektor ein, der fester Bestandteil des deutschen Klimaschutzgesetzes ist. Die Papierindustrie setzt dabei vor allem Nebenprodukte aus der Sägeindustrie und Durchforstungsholz und bietet so eine Alternative zur sofortigen energetischen Verwertung. Durch das Recycling wird der Speicherungseffekt zudem vervielfacht.

Die Papierindustrie ist Teil der Energiewende und trägt mit flexiblen grundlastfähigen Kraftwerken zu einem stabilen Stromnetz bei. Zudem kann sie in Zeiten einer Überproduktion von Erneuerbaren Energien einer Abregelung entgegenwirken, in dem sie den Strom in E-Kesseln zur Dampferzeugung nutzt.
Auch im Wärmebereich trägt die Branche zur Transformation bei. Sie bietet Abwärme zur Nutzung bspw. für Fernwärme an. Dadurch hilft sie, Wärmenetze noch klimafreundlicher zu gestalten kann.

Papier als nachhaltige Produktalternative

Die Branche profitiert vom Nachhaltigkeitstrend und arbeitet an immer neuen innovativen Lösungen für den Alltag. Papier trägt als natürliche Alternative auch zur Substitution von fossilen Produkten bei. Als etablierte Bioökonomie mit einer starken Recyclingquote nimmt die Branche eine Vorreiterrolle ein.

Beitrag der Papierindustrie zu Negativemissionen

Neben der CO₂-Vermeidung ist auch die Entnahme ein wichtiger Baustein für den weltweiten Klimaschutz: Durch die Abscheidung und unterirdische Speicherung des biogenen CO₂ kann in den Kraftwerken der Papier- industrie perspektivisch eine CO₂-Senke entstehen. Das entsprechende Verfahren wird als Bioenergy Carbon Capture and Storage (BECCS) bezeichnet.

Beitrag der Papierindustrie zum LULUCF-Sektor

Als Teil der Forstwirtschaft trägt die Papierindustrie bereits heute dazu bei biogenes CO₂ zu binden. Dieser Effekt zahlt auf den sogenannten LULUCF-Sektor (Land Use, Land-Use Change, and Forestry) ein, der ein fester Bestandteil des deutschen Klimaschutzgesetzes ist. In der Regel nutzt die Papierindustrie das Holz aus Durchforstungen und Abfälle aus Sägewerken. Damit bildet sie mit ihren Produkten eine Alternative zur sofortigen energetischen Verwertung. Durch das Re- cycling wird der Effekt zudem verlängert, wodurch ein jährliches Äquivalent von über 27 Millionen Tonnen CO₂ gebunden bleibt.

Die Branche arbeitet an immer innovativeren Alltagslösungen. Papier ist damit die perfekte Alternative für Produkte auf fossiler Basis. Als etablierte Bioökonomie mit einer hohen Recyclingquote ist Nachhaltigkeit ein fester Teil der DNA des Werkstoffes Papier.

Energy mix for a climate-neutral paper industry

Electricity from wind and photovoltaics

Depending on availability, wind power and photovoltaics can contribute around 15 TWh to the energy mix. With a perfectly developed grid, it could even be as much as 20 TWh. The utilisation of surplus electricity in times of high wind and strong solar radiation to generate steam in electric boilers is decisive. This also helps to avoid the shutdown of renewables.

Hydrogen and other renewable gases

Renewable gases are indispensable for the transformation of fired drying processes and also play a key role in ensuring continuous baseload energy supply through industrial heat and power cogeneration. In addition, the paper industry is already taking on responsibilities in the energy system, such as stabilising the electricity grid. In total, it is dependent on between 15 and 20 TWh of this energy source.

Sustainable solid fuels

The paper industry has long relied on the widespread use of sustainable solid fuels, for example, in the form of residual materials from production or recycling processes. In the context of the transformation, the demand may increase to up to 23 TWh.

What we need for our transformation

Time-limited subsidy on the price of electricity

Electrification is a particular focus of the transformation. To bridge the gap until renewable electricity is available in sufficient quantities, energy-intensive industries need a time-limited subsidy on the price of electricity.

Competitive energy taxes and grid charges

The paper industry is dependent on regulation that ensures competitiveness and enables transformation. To this end, energy tax rates and grid charges must be maintained at an appropriate level.

Access to renewable energy

A secure and affordable energy supply is the basis for a successful transformation. Germany must create a sufficient supply of renewable energy. The corresponding infrastructure must also keep pace and guarantee paper mills the necessary connection capacity to both electricity and hydrogen grids.
